They're just street lamps, traffic signals and brake lights, right? I don't know... as Halloween approaches maybe there's another explanation for these ghostly night twinkles.

These ghostly night twinkles make a very pretty picture. And the green of the tree only adds to it. I'm glad you were in the right place at the right time.
I wholeheartedly agree with Mom. I love the orange fiery hues of the lights with the splashes of contrasting green. Night photography is certainly your forte my dear.

WOW! The maroon sky falling to purple at the horizon, the magenta-gold-yellow-orange strip of night-lit street, and the green tree and bright green grass at the bottom. How DO you coach such a range of colors from a night shot?
And those little ornamental trees have an anthropomorphic quality, as if they are huddling together in fear of what may come. (Instant Starbucks? AAIIIIIEEEEEE!!!!)

And another thing... is it just me, or is there less light pollution in south Pas? Do your street lights correctly angle the light DOWN, rather that up, where it would invade the sovereign territory of the night?

As with the other comments about this pic, I love the lights, the ethereal glow. Makes me smile remembering that corner.
Of course, I remember it as my first BANK...had a passport savings account there as a kid---can't remember what the original bank name was, but I do know it turned into First American in the 80's, back when ATMs started to roll out. Then WF took over and are they even there anymore or is it just *bucks now---which I find hilarious irony.
Trish, Wells is still there but Starbucks gets top billing -- which cracks me up to no end. (It's my bank!)
