You may recognize this setting because I've shot pictures here before. There's something so wonderfully contradictory about noir shadows around an almost century old kids' water fountain. It's almost enough to wonder...
...if this were the location for a scene in a movie, what would happen here?

That is a lovely setting, looks like a cool oasis of tranquility.
I can imagine an entire line of childrens books around this picture...best friends always meet at this fountain to get away from pressure, from homework and school to talk and just be kids. One day when the handle is stuck and the water is pouring out, they discover by touching try to turn it off it sends them back in time to various periods and various locations. Every time they meet here and see the handle stuck, they know it is time to travel somewhere different.
All I can see here is threes. The arches, the water spigots. Maybe the Three Stooges and doing their "nyuck nyuck nyuck" right beyond to the right.

Definitely noir. Retired detective gets job as security guard at elementary school.
Rumors abound that there are rare Spanish gold dubloons hidden behind the fountain. That's really why the detective is there. The town is spite over whether to "Save the Fountain" or remove it to look for the dubloons. Geraldo has already signed a deal to broadcast the removal of the fountain, it it comes to that.
I see clowns. Scaaaaary ones.
